Pag-IBIG Housing Loan Requirements 2026: Your Checklist for Condo Ownership in the Philippines

To help you get started, we have compiled a complete checklist of requirements. Preparing these documents early can fast-track your move-in to your new home. 

1. The Eligibility Check (Am I Qualified?) 

Before gathering documents, ensure you meet the basic criteria set by the Home Development Mutual Fund (Pag-IBIG): 

  • Active Member: You must have at least 24 monthly savings (contributions). Tip: You can pay a lump sum to catch up if you are new! 
  • Age: Not more than 65 years old at the date of application and not more than 70 years old at the date of loan maturity. 
  • Legal Capacity: Must have the legal capacity to acquire and encumber real property. 
  • Clean Record: No outstanding Pag-IBIG short-term loan in arrears and no foreclosed Pag-IBIG housing loan. 

2. Standard Requirements (For All Applicants) 

These are the basics you need whether you are buying a Condo in Quezon City or a unit in the south. 

  • Housing Loan Application (HLA): Two (2) copies with recent ID photos of the borrower (and co-borrower, if applicable). 
  • Proof of Income: (See Section 3 below). 
  • Valid IDs: One (1) valid ID (Photocopy, back-to-back) of the Principal Borrower and Co-Borrower. Accepted IDs: Passport, Driver’s License, UMID, PRC ID, etc. 
  • Vicinity Map: Sketch of the property location (Provided by Euro Towers). 

3. Income Requirements (Choose Your Category) 

This is usually the most critical part of the application. 

A. For Locally Employed 

  1. Certificate of Employment and Compensation (CEC) indicating gross monthly income and monthly allowances. 
  2. Latest Income Tax Return (ITR) for the year immediately preceding the date of loan application. 
  3. One (1) month payslip (most recent). 

B. For Self-Employed / Business Owners 

  1. ITR, Audited Financial Statements, and Official Receipt of tax payment from the previous year. 
  2. Commission Vouchers (if applicable). 
  3. Bank Statements or Passbook for the last 12 months. 
  4. Mayor’s Permit or Business Permit. 

C. For OFWs (Overseas Filipino Workers) 

  1. Employment Contract (Employment Offer, Letter of Engagement, or Appointment Letter). 
  2. Certificate of Employment and Compensation (CEC). 
  3. Special Power of Attorney (SPA): Notarized by the Philippine Consular Officer or notarized locally if the OFW is currently in the Philippines.
